Rounds (and bars) are just pure hunks of the metal, and are somewhat less liquid than coins. When you go to sell them, they have to be weighed and assayed. Eagles are legal tender, can be sold or spent without any problem (although Au/Ag Eagles are worth a lot more than their face value, since it doesn't reflect the current price of the metal).
