In third world countries, a bribe is a bribe, crooks are easy to identify and every one knows laws are a sham but things are a bit more sophisticated here..

IMHO, most patriotic thing various agencies can do is to expedite the investigations, charge the guilty if they can find them, and clear companies under a cloud if it is warranted.. Otherwise, the system will be paralyzed in some fashion.. Foreigners who have been bailing out deficits, $$ which has been strong for a long time etc. etc. are all under some pressure..

Democrats when they are caught in a scandal, seems to have their pants around the ankles and Republicans are usually found with their hands in cookie jar.. :o) Either case, It is not a pretty picture..
