Nice try but it wont fly. It is the state who is taking the privilege away. She has the right to believe that covering is a religious obligation. Its not like a group of people dreamed it up to get around government regs. It is done for modesty and is not immoral or destructive. Picture IDs are easy to fake if you are simply talking about showing it to a police officer. Maybe it is time to upgrade our ID system.

It is religious practice that some people consider based on belief and some people consider a test of fellowship.

In the case of the latter (fellowship) you become disassociated with your community if you violate the practice. This can be so devastating to some people that they would make the decision not to pay the cost just to be able to drive. It is in fact true that many women don't work or drive if removing head wear is required. This has been tested in court and the courts have supported women who choose to cover themselves as having the right to do that without being denied equal access to the privilege of driving or working. It is at least a matter of unfair descrimination.

In the case where it is held not only as a matter of membership in a community but as a religious belief, we also must consider that some people don't choose a belief like you choose a club to belong to. Some people hold their beliefs as a reason or purpose for living (or dying). It is inhumane to demand that people sacrifice their purpose in life for utilitarian privileges.
