I know you love your idea that there is always a re-test, but he is right about april 4, 2001...at least on the NDX. Low on 4-4-01 = 1348, low 4-6-01 = 1426. That's as close as it came. 5.5%

There is nothing that always happens. Same thing goes for any and all measures of "capitulation" before a tradable, intermediate term bottom is possible. While the odds may favor certain circumstances, they are never necessary. We should always remain open to the possibility that we won't see what we expect, imo.
