Confidence in leaders is "generated" in times of crises imo. In crises or in times of war, people always rally around their leaders no matter how disgusting they may seem. (not implying anything about our Prez here but look at people elsewhere in other countries run by what are despots and thugs).

The public turn towards who they have entrusted (or were forced to entrust) with securing their land (no choice in that respect..can't have an election on who to lead during such times, can you?)..quite automatically and understandably.

When under a common threat, people unite under a common umbrella. So the confidence that folks show in their leaders in times of crises is no surprise (even if things go wrong..up to a point I would say).

Why there was even confidence for Bubba when the war in Kosovo (though doubts about the effectiveness of an air war lingered for some time) was conducted, which albeit was of a different nature (and much less threatening) serves to illustrate the gathering around a common core to fight external threats. Our current threat is of a constant nature and it is no surprise to me that the confidence has endured.
