It would help us understand the apparent dichotomy if Bob would explain the signs that led to the failed CTR call. This would seem to be safe now. But all we know for sure is that he will never talk about it ever again hoping everyone will just forget.

Forget that he made the call and forget that he had no risk management plan whatsoever.
