If we sustain the idea of responsibility, then there is guilt, and it has to be expiated somehow.

Why is making reparations not sufficient for accepting responsibility and guilt? It would seem to me that if criminals were sat down and forced to focus on what they did to the victim and how they might go about making reparation, that would go further toward effecting what you want that simply locking them up for the prescribed period of time as punishment.
