I went entirely to public schools and I turned out....
Well, yeah, they don't even try educating in the dog pound. They're happy just to not get bitten. :-)

Some are good. A lot more aren't. And the causes are complex.

The insistence on high graduation rates from high school and college leads to lowering od standards.

Nutball parents have castrated the right of school authorities to discipline troublemakers.

It has been made much more difficult to remove (suspend and expel) troublemakers from public schools. This allows the trouble to stay in the school and cause problems for other students and undermines the school authorities.

Teachers unions refuse to let raises and promotions be based on teacher performance, insisting instead on a communistic "all teachers are interchangeable parts" approach that clearly is flawed.

And private schools, because they can accept who they want, expel who they want, and avoid unions, can avoid all those problems.

And that may be the real virtue of vouchers: leaving all that behind.
