Oh. Why didn't you say that earlier? I see little disagreement then. I had the impression you were prepared to let them off with 2 years community service, $10,000 compensation to the victims family, and they walk. That's not sufficient.

For crimes not involving murder, kidnapping, or injury, I see no problem with your scheme then. But serious bodily injury to the victim has to have serious consequences. And terrorizing the victim, such as can occur with kidnapping.
