More than just greed, it is the control of government by monied interests. Everyone has greed to some extent, but without full disclosure it's inevitable that increasingly sophisticated covert monied controls will occur over our lives, without regulation or disclosure.
One mechanism that has failed is that the government is no longer representative. Next, the media is captive so no real investigations occur. Finally, the statutory authorities for a secret police state put in place in 1947 has expanded to include all branches of government and parasitic budgeting.
With all that, the only limits on taxation for this parasitic government are the limits on the survival of the host taxpayer citizens. The limits on expenditures are non-existant however, because the debt can be increased by trillions, and misdirected unaccounted for dollars can also be in the trillions. Finally, another hundreds of billions can be stolen through secret backdoor deals with dictatorships like Saudi Arabia, civil war leaders in Columbia, and corrupt military in Russia.
A person named Fitts is organizing a massive "follow the money" audit to begin to get an idea of the trillions in the domestic government that is misappropriated.
