Do you really think that your multiple murderer will ever be "no longer a threat?" The only differences in my model are that I have no fixed time period of time to "serve" based on the offense and that the time spent out of society is framed as protection of society rather than punishment. The consequences under my model are probably more severe than under the current system because the SOB will probably have to put his shoulder to the grindstone to work off his reparation debt rather than loafing in front of a TV.
