I'd put Islamic based terrorism regardless of where it takes place in a separate category because these terror actions are connected with one another. Connected by a network of terror organizations which work together and support one another. Also connected to one another by having similar religious justifications (though I recognize the religious justification may be a distortion of the historic religion).

Oklahoma was just a bad morally but is not connected to Islamic based terror networks - as far as we know.

Anthrax attacks - too soon to tell who is behind them - assuming it is one party.
