Persistent criminals are kept from society via death, incarceration, or technological means of separation until such time as they are no longer a threat. They may become no longer a threat via age, physical condition such as illness or castration, changing circumstances such as the development of the skills to obviate the need for continued criminal behavior, or conversion.
From my point of view there's so much weaseling in there, it's hard to tell what it means, if anything.

"Conversion"? Conversion to what? Wormfood? Christianity? That seems to be a minor prison industry.

Do you really think that your multiple murderer will ever be "no longer a threat?"
There certainly will be those who claim that, yes. There already are for each one.
What was her name? Van Scouten? She was involved in a multiple murder and you seem ready to let her out as "not a threat."

The only differences in my model are that I have no fixed time period of time to "serve" based on the offense and that the time spent out of society is framed as protection of society rather than punishment.
Which in the real world means some will get off with essentially nothing.
