So you are saying that, if there were a moment of silence on the agenda, that there wouldn't be silence? That those who want to "spontaneously" say the Lord's Prayer would be more likely to do so if given this window of opportunity than they would if they merely timed their demonstration to start, say, right after the Pledge of Allegiance?
