Hard to believe US pilots had been flying under the cables for years without complaints being made and acted upon.

I don't find it incredible at all. When the US military had bases here the complaints about reckless low-level flights over populated areas were constant. They were generally not acknowledged or acted on. The comments about the flights in Italy were made by locals who said they had complained, to no avail.

I don't know if the aircraft was from Aviano or carrier-based.

The aircraft was based at Aviano. Unfamiliarity with an area is not in any event an excuse for flying 1500 feet below the minimum altitude prescribed by regulations.

As far as pilots laughing at the time of the accident - I've known some fighter pilots who were world class a-holes but I've never known one who would find humor in this sort of thing.

I didn't say they were laughing after the accident. Apparently up to the moment of the accident the pilots were joking around. After they hit the cable I expect that changed. A bit late to start taking things seriously.

For what it's worth, I discussed the accident some time back with a commercial pilot who used to fly A-7s on behald of the US Navy. His comment was that the accident amounted to criminal negligence and that the people involved deserved the most severe penalties possible.
