I've read about 1/3 of Baer's book and decided he's a propaganda tool for the Agency. He's not an independent critic.

One of the things Baer fails to mention is that the upper echelon of CIA and NSA management made the decision about two decades ago that the use of electronic surveillance was much more to their liking than the grunt work of running "assets" in foreign lands. There's a whiz-bang component to this, as well as a reaction to the chastisement of the Church hearings in the late 1970's, when a lot of dirty laundry got hung out on the line.

To say that Clinton was irresponsible flies in the face of facts. The CIA and NSA continued to have massive budget infusions throughout the Clinton years. Baer is just blowing smoke on behalf of his buddies in the Agency.
