Kevin, the government isn't and can't be completely neutral on the subject of God. That's not the same as making a law establishing a religion nor is the same as requiring or preventing the free exercise thereof. It can't be completely neutral because it's a human institution, peopled by spiritual beings whether they accept the existence of God or not.
