That particular rule has been highly controversial.

Apparently not controversial enough. I saw a few years ago that Senator Kyl was trying to get it changed but seems to have given up.

The privileged will always have opportunities.

The very privileged will always have them, not necessarily the privileged. I have to decide whether I'm "privileged" enough to give up my health insurance and pay my doctor the full freight or whether I'm only "privileged" enough to pay a supplement to Blue Cross. Many of the people who are pushing vouchers may be privileged, but not many are very privileged. The privileged will be astounded if and when the voucher thing backfires on them.
