You are assuming parents cannot supplement the voucher amount. If such stupidity is allowed, people must take the consequences.

The majority of people who are in the relatively rich schools now will be sending their kids to the poor schools, the ones that take vouchers.
OR: Those who can will supplement vouchers with their own money.

Here in CA, each school district throughout the state gets the same amount of money per student. And the state collects and distributes school taxes. This was brought about by a "jealousy" lawsuit back in the '70s.
HOWEVER, lots of schools have private organizations made up of parents who collect money to buy things- -supplies, books for the library, computers, etc. for the school. So in spite of the effort of the state to level funding, a way has been found around it.

It might be easier, quicker, and cheaper to fix what we have.
Quicker? We;ve been at this business of trying to fix public schools for at least 40 years- -and they're worse now!

If vouchers are a primarily socioeconomic issue rather than a religious issue, then we don't need to send a couple of generations of kids down some garden path only to end up with mediocre schools again.
Maybe that's not what it's about. I think one of the primary benefits of vouchers will come from throwing away the bureaucracy and unions that come with public schools.
