But those systems can exclude the difficult students- and they DO. It is not necessary to educate everyone in those systems. There is a legal right to be educated 1-12 that colleges and private schools do not need to honor. It simply does not apply to them. Educating everyone is problematic- and we did not always have to educate everyone in the public schools. But we do now.
