You are assuming parents cannot supplement the voucher amount. If such stupidity is allowed, people must take the consequences.

Whenever there are wars like this, the partisans always think that if their next ploy works, that will be the end of it. Of course, the other side comes back with a ploy of its own, either legislation or law suit. Each round trip adds another layer to the mess. Never do we undo anything, clean things up, and start fresh, it's always more layers of mess. The problem isn't that parents don't have choice. The problem is that parents don't like the schools they have. Choice is just the ploy du jour. There will be a counter that you won't like. You can count on it.
