well you asked so here's MHO. i think clinton bears part of the blame for the "anything goes" mentality but i think the major cause is the deregulation of so many major industries that began with reagan and continues to now. the telcom and energy deregs which led to directly to enron, adelphia, worldcom et. al. are the most striking cases on point. also, the SEC and regulatory agencies have been budget-starved. as investors, we also share responsibility because we want instant gratification and reward those who can make the numbers come out right every q. i think now we learn the hard way to be long term investors :)
