Liam, you CAN'T guarantee that a market-maker will sell or buy at your price, even if he or she doesn't want to.

But, I was talking about the NYSE, which is not a market-maker market. And I also wasn't talking about guaranteeing a fill.

In an auction market (NYSE) the bid CANNOT drop below my bid unless I get a fill - the specialist isn't allowed to do that. If he wants to drop the bid below mine, he MUST fill my order first.
