Assuming you buy or steal the dirty bomb material in a sealed container with radiation shielding, you don't have to worry about handling it. Just strap some C4 to the outside and blow up the container.

Washington isn't handing out all the radiation pills and radiation detection devices because they think a dirty bomb is too hard for the terriorists to figure out.
