Hamas has a tiny area of coastline over which to smuggle such weapons. Anyway, wasn't the PA alleged to have arranged for a boat carrying just that kind of thing? How many Mexicans get across the border each year? How difficult would it be to get some weapons over too? You see hauls of containers full of narcotics. Those hauls you see are the minority that are detected. Those containers can just as easily contain arms. In fact, they only need to contain the guidance systems, as unguided missiles are built by hobbyists throughout the country from easily accessible civilian sources.
