What would it take for Bush to propose significant tax reform?

Horrendous depression that would financially bust the US and fiat eliminate taxation. Otherwise, there is no chance that any President could propose significant tax reform. Such reform goes against the 'crat war on wealth which is the most important war being waged at this time. If the 'crats could only succeed they could give Al Quaeda a needed boost. Gephardt is working hard on this problem.
