GPS receiver accuracy is 10ft with 95% certainty, but that does not mean a fin-steered bomb can be that accurate. If you can make a fin stabilized bomb to operate with "accuracy down to a few feet," I'm sure the USAF would be very interested in using the technology for its own bombs.

As for taking an hour setting up a 10-foot rocket within three miles of NYC without being noticed and stopped, you gotta be dreaming. Do you know how crowded NYC and its surroundings are?
