Bush was not that smart to begin with & he declined mentally during/after Harvard & Yale.

My appraisal is mediocre intellect, low motivation and too much drugs/alcohol. The evidence for his mental incompetence is revealed when he opens his mouth and attempts to speak extemporaneously.

Obviously there was a lot more going on in the 2000 presidential election than who had the highest IQ. Don't forget that Reagan achieved a lot of his goals as president with a delegated decision-making model of management.
