Since the matter was never adjudicated, neither of us is in a position to know. But failure to file those forms is not uncommon, especially with directors and officers in smaller companies. The securities laws are complex and if one does not have good legal advice, violation of those laws is more than likely. I'm inclined to give GWB the benefit of the doubt since I can't say for sure either way.
