It's unfortunate that California politics have become part of the equation. The whole dispute is based on the fact that not enough government departments responded to the questoneer. Ok, the people working for the CA government are lazy are clueless. Why is everyone ACTING surprised by this?

The funny thing is that this exact thing happened with California government about 7 years ago with a different vendor (Tandem). The CA DMV spent millions on Tandem equipment.. in that case the issue was the DMV programmers couldn't figure out how to re-write the 30 yr old IBM assembler code they were running (which was developed by IBM nerds and had no documentation)... into Tandem's sql product. The CA DMV, in their infinite wisdom, sued Tandem, the HARDWARE vendor.

I kept waiting for even one columnist in the mercury news to point out that the DMV was so stupid they didn't know the issue was with DMV programming staff, but no luck. Addressing the real issue of stupid government beaurocracies don't make good copy I guess!
