It may just be that deals such as this one (although, not necessarily at this offering price, but who knows?) may be the contingency criteria by which creditors _and_ would be future lenders play their next hands. But I agree. MFS alone went for more than twice as much as what IDT is offering for the whole shooting match of local access at this time. And that was prior to the subsequent MCI Metro buildouts that followed, in how many cities? which, I presume, would be a part of this deal as well.

As for UUnet, I don't think so. At least I don't read where that's even been implied yet. But I may have missed something amidst all the releases that are "out there" at this time. But I don't think that IDT has the appetite or stomach to take on such a meal. Dumb fiber builds are one thing. Peering with the big boys in the Tier 1 global backbone space is something else again, and the price would be ten times as absurd. Not to mention that the creditors and would-be lenders - in the case of UUnet at the offer price - likely would take the opposite view as what I observed above, imo.
