While I admire your commitment to principle, I don't see that as a realistic alternative given our society and politics. There is almost no support for that position.

At the same time, I have yet to see the government fund any program that has not created pages upon pages of regulation and layer upon layer of bureaucracy in the government and the activity being regulated.

I don't see a magic answer - I think vouchers are an experiment that should be tried on a local or regional level. I think it is a mistake to impose them upon systems nationwide. Replacing one seriously flawed system with two seriously flawed systems is not the answer.
