The notion of vouchers came about as a device to get around the direct state sponsorship of religious schools

That's news to me. I thought the notion of vouchers came about because parents were paying taxes for ineffective public schools. The religion issue came up after people realized that 70% of the private schools were run by religious groups. At least that was my recollection.
