There is no scenario I've seen where vouchers wouldn't turn out to be a disaster. You somehow keep skipping over the details of how to implement something attainable in this political atmosphere, while jumping to things that aren't being proposed.

Just how many of the 60 million public school kids are you willing to fund next year? How much will the voucher be for each? Who pays the difference between the voucher and the tuition? How are you going to accommodate the increase in class size at the private schools? Are there enough private schools and classrooms to place all the kids you want to place? What about the additional teachers? And bus routes? On what basis should the private schools reject voucher applicants? Am I entitled to a voucher if my kid is already in private school? Why not, I'm a taxpayer aren't I? How much is built into the budget for assuming the tuition of existing private school kids? What are you going to do with the empty public schools? Can you afford the termination expenses for all the laid off public school teachers? What if the private schools start hiring those old public school teachers? What if the private school teachers unionize?
