Allan's H&S on the weekly S&P seems to say so, too.

And we should still get our long awaited, much celebrated capitulation. That capitulation might give us the "fear" so many have been waiting for, along with a VIX in the 50s and VXN in the 90s.

Here's a nice article on capitulation volume measurements. Desmond sounds like a sharp cookie.
