Cherry picking isn't the brightest kids, it's the manageable kids.

I wouldn't presume to know whether mainstreaming "special" kids is a good idea or not. I just don't know enough. But I'm pretty sure that private schools would either segregate them or not take them at all, which would effectively segregate them in public schools. If segregating the special kids is an acceptable outcome, then we could just segregate them now in the public system and I'd bet that would do quite a bit to improve the performance of the schools.
