Where are they believing to be doing this?

It should not really matter in the UK, since one can easily convert the currency. Why would people be using US dollars in the first place? That part does not make sense to me.

In the middle east, I accept the possibility that they may not want to use American currency. Have you seen any reporting of this happening over there or it is someone's gut feeling?
