There is no such thing.

Every government teaches moral values. You do in your classroom. Those moral values are based on beliefs, which by implication you also teach.

There can be no such thing as a neutral state, and there should not be.

Else we could not have laws against murder, since after all "Thou shalt not kill" is a religious pronouncement.
