This depends on pension funds making long term allocation decisions. For example, going from 80% stocks 20% bonds to 20% stocks 80% bonds. A few months back, I remember reading about a british company doing this, but I don't know of any larger trends afoot.

Otherwise, declining indexes cause pensions to sell bonds and buy stocks at rebalancing time.

The article had a clearly defined sell point targeted, so they are thinking a trade, vs LTBH.
