Looking at this criminal activity that Shrub had going back with Harken and now the changing story, I've tried to figure why he was so late in filing...However, by merely looking at the time-line of events....he had no choice but to file when HE FINALLY did. His little criminal escapade was going to mushroom and really give him no defense other than blaming someone else(which he did):

In looking at the time line of events:
1)Actual Sell on June 22, 1990
2)End of Fiscal Year for Harken was December 31, 1990
3)Bush finally files Form 4 in March, 1991

Why did he file then? For one simple and obvious reason. Harken had to file the annual report by the end of March and for them to leave out this pertinent information from the annual report "would" really be a criminal violation of SEC rules. Bottomline...Bush had no choice but to come clean at this time, because Harken was forced to put the info in their annual report. But first, Bush had to actually file the report. Amazing! When the clock was going to strike zero and he would add to his criminal action and there would be NO Defense...he comes clean!
