State imposed neutrality is setting requirements which may be objectionable to some persons' beliefs, but allowing those who object to any of those requirements to opt out of doing so.

Now you're confusing offending people with the establishment of religion. People are offended all of the time over all sorts of things. That's life. Wicca may offend some people. The only religion that threatens "establishment," though, is the dominant religion. Different frameworks for majority and minority religions.
