I can see this is way over your head.

The SEC may pursue matters both criminally and civilly. The particular untimely reporting violation Bush is alleged to have committed has never in my experience been the subject of a criminal prosecution. Civil fines are most often imposed when such violations are proved and succcessfully pursued. To further the auto analysis, its the differecne between getting a ticket for speeding and being prosecuted for vehicular homicide.

I doubt you will see the distinction because the real issue for you is hating Bush not dealing with facts. No doubt that is why you read a number of things into my previous post which were not there.
