Earlie, you've got to learn to look at it comparatively: If MOT, which is roughly in the same business (also makes MPs for the great Co. named Apple) is trading at P/E = 52, why should not INTC trade at, say, P/E = 45? MOT sales, earnings are actually down from two years ago, INTC at least beat their two years ago numbers. At, as is well known, MOT is going to $120/share whithin a year (so it is quite prudent to discount it now to $114), why in the world INTC should not go to $450/share at the same time?
