The failure to file (Form 4s) is the smallest issue, though the administration has spun it as the only question, with much of the press dimly playing along. Bush had a habit of having worthless, money-losing companies mysteriously bought out by people looking for political connections. His "success" at that might have kept him too busy to join his brothers in the Savings & Loan scam business.

As a member of the audit committee of Harken, it seems unlikely that he didn't have inside information when he sold a few weeks before devastating news came out. However, it's very difficult to prove those kind of crimes. I wonder why the laws are so favorable to white-collar criminals... could it be because they're written by white-collar criminals?
