How about this...

Iraq is in violation of the cease fire agreement and the inspections regime set forth by the UNSC, and has done so for a decade.

I doubt very highly the Iraqis are not familiar with the interested documents...

If Sabri wants a timetable, he just needs to persuade Saddam to abide by his obligations. Not likely. As to the 1.67 million citizens... blame Saddam. He certainly doesn't seem to be at a loss for money when it comes to building new palaces and state of the art fiber optic communications systems, courtesy of China, for his anti-aircraft batteries. The Kurds of North Iraq, who are under the same sanctions restrictions on import/export, are doing marvelously well. Such the pity Iraq is still burdened by Saddam.

I doubt for much longer.
