The upturn is in the indicator, which is based on four economy (time-shifted) indicators. I did not check, but it's like IFO sentiment indicator today, interest rates today - 6 months, DAX today - 1 month (I'm just extemporating) and let's assume Durable goods orders today - 3 months. IOW, the market is just one of the input series into the forcasting machine.
