President Eisenhower, signing the legislation for inserting the words "under God" into the pledge, said... I didn't realize that amending the pledge required legislation. That being the case, it is hard for me to see how it can be construed as anything short of a statement of Government policy. It is also hard for me to see how a statement of Government policy that declares submission to a hypothetical deity is in any way consistent with the non-establishment clause.
