Yes, I can. In general, what is being shown is the corresponding bullish percentages when a market bottom was reached. The bullish percentages are the number of stocks on a point and figure buy signal. At extreme levels they are a good indication of broad market sentiment. High levels usually indicate excessive bullishness, low levels indicate excessive bearishness.

Right now, the bullish percentages that I follow are saying that we are nowhere near a market bottom.
