Jim, bullies beget gangs to fight bullies, A symptom if lack of supervision, which is due to a lack of funds, which is due to union activities among the teachers rasing thei wages beyond reason. When i was a kid there were fewer gangs because we were supersives. there was more budget for the classroom and books etc. Now salaries hog the budget and all other things have been cut back. maninly hall and playground supervision. When i was young all runs of hallway and all stairweeks had a teacher present to suppress bullying. It reduced the bullying, but did not eliminate it, however gang formation was eliminated, and the bullying was minimal. Now the wages have gone so high that they have cut back on supervision. If you do not believe me ask someone on a school board. bill
