My point to Laz about cherry picking by private schools was that there are large numbers of kids that public schools now handle and private schools probably exclude.

I wish I had a link available but I remember reading about some public school systems that handle the problem by placing some of the more extreme kids in privately run schools.

I imagine the voucher amount for handicapped or learning disabled kids would have to be a bit higher. The problem then becomes artificial inflation of the number of handicapped kids but we already have that in the public schools because they get extra money from the government for disabled or handicapped kids.
